Goal handoff between device and desktop

Start a goal on one end, continue it on the other.

Scope:
- Hand off a running on-device session/goal to the paired daemon (and back) with transcript and workspace state reconciled
- Conflict rules when both ends diverge; explicit takeover confirmation

Depends on remote session attach.
