Deliver durable, full tool-activity support across Codex, Claude Code, GitHub Copilot CLI, Hermes Agent, Grok Build, OpenCode, and OpenClaw.

The shared compatibility contract must discover local runtime version/capabilities; resolve, validate, cache, and safely refresh signed runtime schemas; support concurrent versions and rollback protection; and fall back visibly to plain chat when a compatible schema is unavailable.

OpenClaw has an explicit safe stop point in draft PR #3852: it is tree-identical to main and preserves the CLI/plain-chat baseline because observer-only streaming cannot safely correlate a CLI turn to Gateway events. Successor issue #3865 and draft PR #3866 deliver the authenticated direct-Gateway dispatcher, which must own dispatch, retain the accepted run ID, and emit only run-correlated lifecycle events before live streaming is enabled.
