As the human right to global free trade is infringed, the Ships To default should match the Ships From country, and keep Worldwide as the top Ships To option (so it can override easily for those who actually can afford the expensive privilege of global trade & legal representation thereof.)

Default: A particular setting or value for a variable that is assigned automatically by an operating system and remains in effect unless canceled or overridden by the operator
I understand this request but to me it's a contextual setting. You may think it's silly to skew towards more well off countries, but to me it encourages more global trade by making the default option shipping to anyone anywhere. I think we could probably come up with something to make this more configurable though.
I don't see how a default software setting can encourage less infringement of global free trade by totalitarians, especially when their infringements get taxation/theft money in their pockets & our attempts to exercise our human rights get us fines & imprisonment.
But a configurable setting would save a lot of carpal tunnel syndrome.
