[feature] Force 480i NTSC video on PAL consoles (or 576i PAL on NTSC consoles)

I have an imported PAL gamecube with a flippydrive and retro gem mod, I would like to be able to play it on both my modern TV and my CRT, which correctly displays NTSC 480i. I have the CRT connected via RGB scart through an RGB2comp if that is relevant. When I boot into cubeboot the gamecube boot animation and the cubeboot menu do not display properly on the CRT, the video constantly scrolls as if horizontal sync is not working properly (the modern tv is able to handle the signal correctly). If I load an NTSC game it does display correctly, as do the flippydrive bootloader and SWISS, but cubeboot still appears to be using a PAL video signal.

Describe the solution you'd like
I would like an .ini setting to force 480i video in the cubeboot animation and menu on my PAL console, and forcing 576i should help people in PAL regions with NTSC consoles.

Describe alternatives you've considered
I have attempted to load an NTSC ipl but the flippydrive documentation is not clear on how to do that, and forcing the video mode through an .ini setting would be easier could enable people to have menus in their preferred language and also work properly with a CRT that does not match console region.
