Leave Modules on After the End of a Test Sequence #534

It takes a while to have the coldbox come back up to room temperature after the end of a test.
Describe the solution you'd like
At the end of a testing sequence we should turn off the HV and the Peltiers in the coldbox. We should leave the LV on and power the modules to help bring the coldbox to temperature faster. We will also need to monitor the Peltier temps and turn off the LV when the temps are above the dew point (~13C).
Describe alternatives you've considered
This may not even be needed and we could test how long it takes the coldbox to come back up to temp with and without powering the module and see if there is an appreciable difference in time.
Additional context
You may think that you can turn on the Peltiers to warm the module but this runs the risk of frying modules as was learned in the Phase1 upgrade.
