[Bug] - DataFed Schema for empty metadata field

Description

A schema applied to a metadata record does not trigger warnings if no text is placed in metadata tab.

Notice below, though schema is applied no warnings are given if no metadata has been added empty {} would trigger the warnings.

Acceptance

Fix create metadata by adding empty curly braces if on empty so warnings are triggered.
