The NCML handler is failing tests for me that I think are related to the ICU library

These tests are: testsuite: 529 530 531 532 533 534 535 536 537 538 539

I think they have to do with the ICU library and its date processing code. Some are causing a seg fault, so diagnosis should be straightforward.

To reproduce, build the bes and run the tests in the NcML code. This may not be happening on the Linux builds; it's hard to say since the NcML handler does not appear to be building there at all.
