New Topic Hero banner #3474

New Topic Hero banner in Design System must include the following components, which will sit within the banner:

Breadcrumbs
word "Topic" (word configurable)
sub-header
text

New styling of the Hero needs to be incorporated. It has a grey background with colourful "bubbles" on the right.

Colour pallet is specified in CSS - https://nwp-prototype.staging.onsdigital.co.uk/ (Please note that it can only be viewed on Windows PC connected to ONS)

The measurements of the width, hight and location of the text is provided in Figma Library.

In mobile view the Topic Hero banner will stack up and adjust to width of the screen.

Hero's hight will extend depending on the size of text added.
