[17.0]menu_project_config XMLID disappear during the process

Hi,

I'm starting from a v16 db properly updated.
The xml id is referenced
Once the openupgrade process has been launched and before the upgrade process, the `menu_project_config` is no more present in the DB.
Is anyone already had such behaviour ?
