Story MP-016: Documentation Finalization (EPIC + Setup + Operations)

Description:
Polish and finalize documentation set for developers and operators, ensuring reproducible setup and well-defined runbooks.

Tasks:

• Update EPIC specification to reflect final asset-first, no-time export and centralized logs
• Finalize README_SETUP with step-by-step onboarding (fresh machine validation)
• Add OPERATIONS.md for daily runs, logs location/rotation, and troubleshooting guide
• Ensure YAML config examples are current and validated against loader
• Create CHANGELOG for this milestone and tag a release in VCS

Acceptance Criteria:

• EPIC and setup docs match the final implementation
• Fresh-machine install + run validated by a non-author engineer
• Operations guide covers run, logs, and recovery basics
• Release tag and CHANGELOG available in repository
