pycrdt 0.8.24 (our current version on stable and unstable) has been yanked from pypi: https://pypi.org/project/pycrdt/#history

This is due to it being quite broken: jupyterlab/jupyter-collaboration#308

So it and its dependent packages (pycrdt-websocket) need a bump and probably a backport on stable as well.

However, the latest release of jupyter-collaboration might not support 0.9.0 yet, but 0.8.31 is probably fine.
