Browser cripples itself when DWM unextend frames is enabled for proper classic theme #4

When the dwm_unextend_frames mod is applied to the browser, it ensures proper classic theming. However, this also results in several other changes.

The browser is locked to 60 FPS as it does not vsync. This does not happen with Supermium. It can be overriden in Marble using layout.frame_rate, however this still does not allow vsync, resulting in tearing and FPS fluctuations. For me, the FPS would lower to around 70 after using the browser for a bit. This is very annoying when playing browser-based games or attempting to smoothly scroll through web pages.

The fullscreen animation also does not play.

These behaviours may be accurate to Windows 7 when DWM is off, but they are still annoying and unnecessary. I propose either an option that enables proper classic theme visuals without the dwm unextend frames mod, or that these behaviours be removed.
