"Keep the navigation bar visible" Setting does not take effect for other system languages

Description

"Keep the navigation bar visible" setting seems to be ineffective when the system language is not English. The navigation bar is still invisible when scrolling

Steps to reproduce

Switch the system language to Chinese/Japanese/French (possibly more that I haven't tried), and turn on the "Keep the navigation bar visible" setting, then scroll on the homepage

Expected behavior

The navigation bar should be kept visible while scrolling
