Update check_inputs so it's run for all technologies
Update the check_inputs method to be run for all technologies (currently it's only run if a control model or dispatch rule model are defined for a technology). This would require adding logic to include information for technology-specific finance models. This could require some additional logic to handle technology-specific combined cost and finance models.
