Issue overview

When testing 26.1-RC3 (0f046e4) I ran into trouble with the Python transition app. I believe I've narrowed it down to the app needing write access in the install folder, which for me at least on Ubuntu (under /usr/local) and Mac (under /Applications) I did not have. Moving the install to a writeable location cleared it up.

@JasonGlazer tested on Windows and @lymereJ tested Mac, and neither had these issues, so maybe it's just me. We're out of time to investigate, but I wanted to log this here so it doesn't get lost. If anyone runs into trouble, a workaround is to install to a writeable location.
