Pull Request Templates

Point of this thread is to start thinking about, track thoughts on, etc. what should be in PR templates.

Initial thoughts:

• Would be great if we could have PR templates minimally for bug-fix and new feature
  • Ideally we could have the templates automatically label the PR and then when the PR gets merged in we could automatically do semantic versioning based on the label
