NICo needs to enable PCI device emulation on the Host (and/or DPU) UEFI configuration before launching an instance that has DPU-emulated storage, so it becomes possible to dynamically expose storage volumes to the host via DOCA SNAP

Feature Description

When a storage solution runs on DPU (e.g., Block Storage or CMX in DSX) it exposes volumes via DOCA SNAP. To enable this path, NICo needs to enable PCI device emulation (virtual PCI switch).
