One a DPUDevice (which contains bmcIp for bmc IP address) is created, it stays un-changed. However, DPU BMC could change (e.g. when DPU bmc offline and its DHCP lease expires). This could cause the bmcIp in DPUDevice out-of-sync with infra-controller-core.

Keep bmcIp in DPUDevice in sync with infra-controller-core.

NOTE: DPF currently do not support IP change well, so this is blocked on DPF side. However, filing this bug just to keep track.

I see a bigger issue here. If a BMC IP is deleted during cleanup (that's the only way it can be changed), we should also clean up associated machines. @chet, what do you think? Only deleting the BMC IP and not the associated managed host can cause other issues as well.

This is blocked on DPF. A feature request is already opened.
In any case, I will block the IP Cleanup feature for now. I see a lot of issues because of it in dev3. Once IP cleanup is stopped, we don't have to worry about BMC IP change.

The above PR will prevent deleting any IP from the database which will prevent the scenario of changing BMC IP for now.
