Explore user documentation options for MATS

Problem

MATS currently doesn't have user documentation addressing how to use the application, or around data quality and analysis methods.

Solution

We should explore setting up a static site, like read-the-docs/sphinx or via GitHub Sites to host user documentation.

Populating the site would be an ongoing effort.

Additional context

This was inspired by https://github.com/NOAA-GSL/VxLegacyIngest/issues/677 - we'd like to have a way to share the outcomes of that research.

I'm going to take a time-limited exploration of jupyterbooks - inspired by pyDAmonitor's documentation. In theory, we should be able to export out current documentation from Google Docs as Markdown files and use jupyter books to render them out to an internal github site.

Once the basics are in place, we can look at expanding the existing documentation to cover more topics. An open question is which documentation should be internal to GSL, and which documentation should be public.
