Ridging fraction an incomplete implementation #158
Description
In talking with @Hallberg-NOAA, he pointed out that we melt the ridged fraction when the ice melts, but it is otherwise likely to be an incomplete implementation. For one, there is no indication that it is ever changed from an initial condition of zero, nor is it saved on restart.
