Baltic_OM4 tests pass nonsymmetric restart tests, but Baltic_OM5 tests do not. #528

Baltic_OM5_025 and Baltic_OM5nb_025 tests failed a nonsymmetric restart test. These configurations are not necessarily expected to pass, but it is unusual because the Baltic_OM4 tests did pass nonsymmetric restart tests.

(I don't know the exact reason why these must be run in symmetric, but @adcroft or @Hallberg-NOAA can probably explain.)

The default MEMORY macro in Makefile.restarts was set to dynamic_nonsymmetric. MOM6 testing overrode this value to dynamic_symmetric, but SIS2 testing did not.

The default has since been changed to symmetric, which fixes the problem for now, but we should also try to find a better explanation for this discrepancy.
