Add AVHRR (Advanced Very High Resolution Radiometer) to SPOC

Description:

The purpose of this issue is to add SATWND AVHRR BUFR Data conversion scripts to the SPOC repository using ObsBuilder.

Requirements:

To enable conversion of SATWND AVHRR BUFR to IODA format, the following components are needed:

• A mapping YAML file defining the variable mappings
• A Python script to compute derived variables
• bufr_backend YAML
• script_backend YAML

Tasks:

• Build or update the backend logic for SATWND AVHRR in ObsBuilder
• Compare low-level vs. high-level conversion results for consistency
• Compare GSI outputs to the IODA-formatted outputs to verify correctness
