Add Marine DA observations processing - more from global workflow to obsproc workflow

Marine DA obs processing is currently part of GDASApp.

Set the Marine DA obs processing up and running first (for benchmark comparisons) , then extract from GDASApp and move to obsproc workflow.

Intermediate step - add the B2I converters for marine bufr data to SPOC

Work may need to be done on multiple machines (Herculess, Hera, WCOSS), but ultimately the code needs to be able to run on WCOSS.
