Remove subdirectories for marine data

To make it easier for GFSv17, we should remove all of the subdirectories by type for ObsForge in the COM directory structure so that GFS's marine analysis init job can grab them directly and remove the need for an intermediate prep ocean obs job that copies them from com/obsforge to com/gfs
