apply restrictions to obsForge marine in-situ files generated from restricted bufr dump

The restriction tool need to be revisited to include the marine in-situ files generated from restricted bufr dump files.

The IODA files in question need to be inventoried and then the tool updated.

I’ve checked all the marine in‑situ data, and none of them appear to be restricted. The sfcshp BUFR file itself is restricted, but obsForge’s marine only uses subsets (mbuoyb, dbuoyb, etc) of that file, and those subsets don’t seem to carry any restrictions.

if there are no restricted marine obs then we are good to go I think
