ability to run obsForge hourly for monitoring purposes

In order to support the NCO monitoring obsForge needs to be able to run hourly and collect the observation counts for RTDM and GDAS web portals.

It's better to have a separate obsForge job for it, which won't impact/slow the obs generation.

Who is most familiar with the time-step configuation for obsForge?

monitoring runs independently of obsforge.
You can run it every few minutes.
Whether you want to run the obsforge hourly is a different question.
If obsforge runs once every 6 hours, there is no need to run monitoring more often.
