Remove CASE_GSIBEC and update staged fix/gdas/gsibec directories

What new functionality do you need?

Variable CASE_GSIBEC in dev/parm/config/gfs/config.atmanl.j2 will no longer be used once GDASApp PR #2044 is merged into GDASApp develop and the sorc/gdas.cd hash is updated in g-w to this or a later GDASApp hash.

g-w issue #4484 updates the contents of EIB staged fix/gdas/gsibec directories. Issue #4484 must be completed prior to completion of this issue.

Acceptance Criteria

• all GDASApp ctests, including select g-w CI Passed
• all g-w CI Passed
• the WCOSS2 realtime JEDI parallel works with these updates

GDASpp ctest

Install feature/update_gsibec at 5f3a218 with copilot/update-gsi-b-matrix-resolution at bae4ebc inside sorc/gdas.cd on Dogwood.

As a test, copy /lfs/h2/emc/da/noscrub/russ.treadon/FIX/fix/gdas/gsibec/20260128 to /lfs/h2/emc/global/noscrub/emc.global/FIX/fix/gdas/gsibec/20260128. Note that this update to GSIBEC files replaces the .nc4 suffix with .nc. This necessitates replacing .nc4 with .nc in the following files in sorc/gdas.cd
