OOM error when combining large size data when using combineSatInterpOut.py

When creating large combined NetCDF files with combineSatInterpOut.py script, the job may be terminated due to an Out-of-Memory (OOM) condition.

To prevent this, the script should be executed through a Slurm batch job with adequate memory allocation.

@mingchen-NOAA - if we need to - we could skip inclusion of 06z and 18z, or combine things for each cycle, so 00z, 12z and 06/18z where applicable.

@JessicaMeixner-NOAA My Slurm script works successfully. I am creating this issue in preparation for an upcoming PR.
