There were parts of IALR (instantaneousAltitudeRate) that were incorrectly programmed in SPOC and the jcb-gdas yamls such that there were failures in the workflow.
There's a separate part where the ObsError is increased, but since this will won't happen if it's already reduced to 30 in obsforge, I added some filters to the yaml so the reduction happens there instead.
This is done in conjunction with SPOC issue 107 which is fixed by PR 108
