Remove or update `declare_from_tmpl` from `test/(atm|aero)/global-workflow/jjob_var_init.sh`

The declare_from_tmpl function in the global workflow is being removed in NOAA-EMC/global-workflow#4555. The function (and associated config.com) will either need to be replaced with COM declarations or the GDASApp will need to add its own declare_from_tmpl function and config.com file.

declare_from_tmpl is also located in ush/soca/run_jjobs.py, test/atm/global-workflow/jjob_ens_init_split.sh, and test/atm/global-workflow/jjob_ens_init.sh.
