Describe the bug
In the granule records, the following metadata checks need to be updated
OnlineAccessURLs / OnlineAccessURL / URL
OnlineAccessURLs / OnlineAccessURL / URLDescription

For the OnlineAccessURLs / OnlineAccessURL / URL, there could be two links for the data access, which are an https, and an ftp. We need to check if the HTTPS link is valid. This means the HTTPS link should not be broken or have HTTP instead of HTTPS. For the ftp link, we recommend removing the ftp link as "Recommend removing the ftp access link: ftp://gdc.cddis.eosdis.nasa.gov/....."

For the OnlineAccessURLs / OnlineAccessURL / URLDescription, we need to provide the following recommendation. "Recommend providing a description for the Online Access URL."
