Additional OnlineAccess and OnlineResource Recs

Describe the bug
pyQuARC does not flag the OnlineResource/Description, OnlineResource/Type, or OnlineAccess/Description fields whenever a URL is not provided. When ARC makes their recommendations, we also make recommendations for the fields above, even if a URL is not initially provided. The issue seems to be noticed with ECHO-C collections.

Outputs should also be provided for the fields mentioned above, even when a URL is not provided (since we also make recommendations to provide URLs if there are none listed)

This is an extension of the previous bug fix #304 with additional findings and fix.

Description of the bug: For the Collection, OnlineResource/Description, OnlineResource/Type, or OnlineAccess/Description, pyQuARC does not flag them or flags red for Related URL Type because it pulls several URLs from View related information (See the screenshot from #304). The best way to fix this bug involves three steps.

1. rule_mapping.json - Look at the url_desc_presence_check, online_resource_type_presence_check, and online_resource_type_gcmd_check checks. Change the check_id to one_item_presence_check instead of availability_check for all these sections.
2. Add "RelatedUrls/Description" and "RelatedUrls/URL" along with "Collection/OnlineResources/OnlineResource/Description",
   "Collection/OnlineResources/OnlineResource/URL" in the url_desc_presence_check. Repeat the checks for the remaining two sections. These changes should be uniform per the wiki page and schema to perform the URL Type and description checks.
3. Schema change - echo-10 schema for the above collection was not working. This is because C1627523804-LARC has been updated to umm-c for the collection. It is also suggested that ECHO schema is on the verge of retirement as per this link.

To reproduce: C1627523804-LARC --format umm-c. The record is changed to umm-c format as per the CMR dashboard.

Describe the bug: We must flag the collection and granules for the following metadata information.
/OnlineResources/OnlineResource/Description - Granule
OnlineResource/OnlineResource/Type - Collection
/OnlineAccessURLs/OnlineAccessURL/URLDescription. - Granule
The error needs to be flagged as YELLOW.
