Describe the bug

When I attempted to expand commands in a plan with no activities Aerie threw a very vague error that said "dimension values cannot be null". I expected command expansion to succeed (just with no commands generated), or at least to fail with an error that made it clear it failed due to having no activities.

In this case I was just trying to confirm that aerie-ui could connect successfully to the aerie-sequencing service so I didn't bother to add any activities. Expanding an empty plan isn't a useful workflow, but it should either work or fail with a useful error.
