[Bug]: Pressing the "Open Stick Options" hotkey has odd behavior

• I can reproduce this issue consistently in multi-player
• I have searched for this issue previously and it was either (1) not previously reported, or (2) previously fixed and I am having the same problem.

Issue Description

Pressing the "Open Stick Options" hotkey while the construction stick is not in your hand, releasing the key, then selecting the hotbar slot with the stick in it afterwards causes the options GUI to open instantly.

To replicate:
Bind a key to the Open Stick Options control. Have a construction stick in your hotbar. Select a slot in your hotbar other than the one with the stick. Press the options hotkey. Now select the hotbar slot with the construction stick in it. This should open the menu.
