AKS Learn feedback: clarification needed for utilization

the document says

scale-down-utilization-threshold | Node utilization level, defined as sum of requested resources divided by capacity, in which a node can be considered for scale down. | 0.5 -- | -- | --

however it would be good to clarify. the metrics used are the ones listed under Allocated resources cpu/memory requests. The output of kubectl top nodes is not considered.
