Spec-review #25

Hi all,
I have been asked/volunteered to review the spec as best as I could. Please note that my personal style of reviewing long documents mainly involves straightforwardly asking an unknown entity in an opinionated way why they choose to do something the way they did. That unknown entity is not you, so please don't take anything personal. Think of it as a Mephisto/Faust kind of thing :)
I think the easiest approach to sharing my review is linking the annotated PDF. The important colors are yellow (I don't understand it, I have a question) and red (scrambled sentences, hard to follow). Purple are some after-thoughts. You can ignore green and blue, as they are for mainly my own notes (Unfortunately I don't know how to only export specific colors in Zotero..).
If there is something unclear, just tell me the place and I will write my thoughts here, in more detail.
Lastly, if you are busy, my main take-away is the following: Why are we talking about requests and then use as:Offer? This is semantically wrong and very confusing.
