Add link to cobald-hep-plugins

Currently, the existence of the `cobald-hep-plugins` is not mentioned in the [COBalD documentation](https://cobald.readthedocs.io/en/latest/). 

Maybe we should mention the existence of external plugins and add a link to the corresponding repo and documentation.
