stylelint with bootstrap 5

I'm considering changing the marstyle setting from stylelint and using the current bootstrap 5 setting as a base. https://github.com/twbs/stylelint-config-twbs-bootstrap.

This should greatly simplify maintenance and will still allow us to adjust some rules about the bootstrap configuration.

There are quite a few changes with our current configuration but they are aligned with the methodology that we will begin to work on.

I don't see a problem with this, in fact, if their configuration is appropriate for us, we'll reduce the maintenance time.
