Precipitation aggregation

- aggregate precipitation over the last n hours
  - would be extremely useful for judging climbing conditions
  - could be used in an updated sendex value algorithm
- the problem with this is that i don't think i can get the info i need from openweather's onecall api
  - the historical weather data api is prohibitively expensive
