Remove Azure Compute Instance from deployment template

Creating a pre-fixed ACI will not work with Subs and Accounts with specific quotas. It also poses several challenges when it comes to finding the correct size. The solution is to remove the ACI deployment from the template.
The consequence is having a smaller sized deployment (less $$ too), and give the users the freedom to choose the ACI size or to bring their own compute.
