Missing README

Please consider writing a README on how to build INGe (currently a lot of tests are failing due to failed connections to your infrastrcuture - CONE, PostgreSQL, ...), how to do a fresh installation of INGe, or how to deploy INGe on an existing WILDFLY Server.

Sorry for the late response. At the moment we are preparing an open source release (coming in the next few weeks), as the current version is a very specific design for the Max Planck Society. When this is done, we will add an explanation on how to install this release.
