2 problems with Overview

Describe the bug

1. Given an overview (either List or Explorer format) in a callout, clicking anywhere in the callout - even on a link - only opens the settings for the overview.
2. The overview title appears as an unfoldable H1 (or nearly so) title, which breaks the structure of my docs.

Steps to Reproduce
Steps to reproduce the behavior (Problem 1):

1. Use command insert folder overview to insert an overview.
2. Select the whole overview (including the triple-backticks) and use command insert callout to wrap the overview in a callout.
3. Click any link shown in the callout, on indeed anywhere in the callout.
4. Overview's settings open. (This is the presumed error.)

Steps for Problem 2:

1. Turn on overview option to show title.
2. Observe title is too large compared to other headings, and cannot be folded.

Expected behavior
For problem 1: Expected clicking on a link in the overview to go to that page.
For problem 2: Expected some way to control size of title, and to fold it.

The problems also occur in the Sandbox vault with only Folder Notes installed.
