Can't install Formulizer 2GP Managed Package into 1GP Managed Packaging Org #1

Logging this issue on behalf of Daryl Moon
When he was trying to install Formulizer, he was getting an error stating
"Can’t install a managed 2GP package into a managed 1GP packaging org. For details see: Which Package Dependencies Work with Second-Generation Managed Packages? in the Salesforce DX Developer Guide. To request an override to this behavior, contact Salesforce Partner Support"
He also mentioned "failed on one org with 1GP managed packages. worked on another"
