MDR technical documentation (single source of truth)

Based upon our 1.21.26 call where we reviewed this document with @cbeach47 @bjagg @thelmick-unicon @mgwozdz-unicon https://github.com/LIF-Initiative/lif-core/pull/795/files

The goal is to have a single source of truth where other artifacts can link out from for MDR technical documentation

1. Confirm tech guide is current: https://docs.google.com/document/d/1MaCo8gGHTW00Ax9ARphus55SJGgUNjoz7QmbMX_B8iU/edit?tab=t.0#heading=h.dvmmzem12q7i

2. Decision in ADR should be part of source of truth for how MDR should be working

3. identify any other docs that serve as a launch point for MDR specs/reqs.
