Use Case

Allow developers to try out using CoreDNS as the DNS provider with Kuadrant DNS policy.

What

Based on what we learned in #324 lets put together a runnable and demoable PoC of DNSPolicy throught to DNS Operator using Core DNS

Ideally this will use more than one instance of core dns
It should use the plugin and DNSRecord as the backend

Stretch

Use Geo and Weighted options (IE support some form of loadbalanced DNSPolicy
