What

Investigate how GEO based DNS can be offered via Core DNS

Understand what the CORE dns GEO plugin can do and if it is viable for our needs
Define a plan based on the investigation for how we could offer parity with what we offer via the cloud provider integration (IE do we need our own plugin).
Look at "free options" for geo database
