fix(mobile): place the briefing time zone hint under its field (#9486)

fix(mobile): place the brief time zone hint under its field

The IANA time zone hint renders under the three time fields, far from the
input it explains. Move it into the time zone block, directly under the
input, and leave the "Use device time zone" action below it.

The schedule note shared the same key. Split it into its own key and render
it above Save, where it names when a saved schedule takes effect. Every
catalog keeps its existing wording; the value is only split at its sentence
break.
