Fix pull_request_target CI cancellation => misleading CI failure

As seen in #200, CI is cancelling pull_request_target runs when there's also a push run. That's good because they're redundant, but bad because the cancellation shows up as a "Some checks were not successful" failure. @gpx1000 will add a fix to CI for this.
