Filter du gains at a higher level somehow to scale multiple parts/failures

Right now multiple identical parts contribute to du gain linearly. Additionally if a part fails multiple times with different failures, each contributes du.

Need some system that sits above these that can filter the du and failure du coming from multiple parts and multiple modules so as to effect how much du is gained globally.

There's now a limit of how much data can be gained on a single flight for an engine config.
