Suggestion : Remove the "the network shouldn't be on the stops" OsmOse rule

I think this OsmOse issue is wrong : generally, a stop is associated with a single bus network, and I don't see why the network tag shouldn't be on the stops. Also, most editors also offer the ability to tag the network on bus stops. As the result, I suggest to remove this issue altogether from OsmOse.

Initially, it was decided to remove operator and network information from bus stops due to confusion between transport operations (those responsible for running the buses that stop at the bus stop), street furniture operations, and the entity financing of this furniture. In France, street furniture (bus shelters) is managed by local authorities: the city, the metropolitan area, the department, etc., depending on where the stop is located. And in general, local authorities hire companies (the best known of which is JC Decaux. We were able to use JC Decaux's open data for a while to add stops to OSM, with fairly detailed attributes, and operator=JC Decaux).

It actually makes more sense to specify the street furniture operator as the operator (and not to specify any network). It is this operator who takes care of it on a daily basis, repairing it when the glass is broken, or replacing it when it is too damaged. But I agree with you on this point: this operator is not necessarily the first one that comes to mind when filling in the information...

The transport operator is more associated with transport lines. The existing network and operator tags on the route and route_master relations work well for this. In contrast, the relevance of duplicating this information on stops as well is questionable...

I can't find the exact sources, but from what I remember, we had this discussion and came to this conclusion during the preparation of the bus stop project of the month (2017), probably on a mailing list. The analysis is only available for France.
